TiPS Episode 25 1217 - The SWATTING Arms Race: AI-Enhanced Hoaxes and How to Stop Them
Wednesday Dec 17, 2025
Wednesday Dec 17, 2025
🚨 SWATTING isn’t just evolving — it’s becoming automated.
In this episode of TiPS: Today in Public Safety, Fletch takes on one of the fastest-escalating threats facing ECCs right now: AI-Enhanced SWATTING.
This is no longer about prank callers or sloppy hoaxes. Today’s SWATTING attacks leverage synthetic distress, AI voice cloning, spoofed geolocation, and machine-generated panic — all carefully engineered to bypass dispatcher instincts and force rapid tactical escalation.
Welcome to the SWATTING Arms Race.
In this episode, we break down:
-
How hoaxers are using AI voice cloning, scripted panic, and synthetic audio
-
Why these calls often feel more real than genuine emergencies
-
The behavioral patterns that expose synthetic callers
-
How public safety’s long-standing assumption — the caller is real until proven otherwise — is now being weaponized
-
Why NG911 finally gives ECCs tools to fight back
🧠 We explore real-world indicators of AI-generated hoaxes, including:
-
Emotionally consistent “panic”
-
Unrealistic response timing
-
Perfectly structured chaos
-
Contextually suspicious location data
-
Callers who never stop talking — and never hesitate
⚙️ More importantly, we talk solutions:
-
Behavioral pattern analytics
-
Metadata and call-chain validation
-
Synthetic voice detection (without accusing the caller)
-
CAD-assisted threat indicators
-
Enterprise NG911 partnerships using validated identity, device, and building data
This episode isn’t about slowing response.
It’s about speeding verification.
Because the future of emergency communications isn’t choosing between trust or safety — it’s building workflows that validate story, identity, location, device, metadata, and behavior simultaneously.
AI hoaxers are fast.
Public Safety must be faster.
If you work in emergency communications, NG911, cybersecurity, enterprise safety, or public safety leadership — this episode is essential listening.

TiPS Episode 25 1215 NG911 App Avalanche - Staying off the Naughty List
Monday Dec 15, 2025
Monday Dec 15, 2025
LAST WEEK, I talked about the App Naughty List - But to be fair, NOT ALL apps misbehave. The ones that haven't deserve toys and goodies. For those that get lumps of coal - here are the things to work on . . .
- duplicate crash alerts
- bad GPS
- stale data
- automated noise
- “non-urgent” reports that create emergencies that clog the system
- app-generated metadata that CADs and Telecommunicators have to clean up
Doing these things can create more chaos than clarity. Developers need to understand things like:
✔ How bad data hygiene undermines operations
✔ What NG911 requires for helpful app integration
✔ Why ECCs can’t be used as technology QA teams
✔ What standards-based solutions (like EIDO and de-duplication rules) look like
✔ And how to fix the problem BEFORE citizen tech gets banned entirely
If you’re a dispatcher, ECC director, technologist, or vendor working in the public safety space, this episode is a must-listen to sort the wheat from the chaff and help identify the 'good technology' that is out there and useful.

TiPS Episod 25 1212 - When GIS is wrong the ECC breaks
Friday Dec 12, 2025
Friday Dec 12, 2025
When the map lies, everything breaks.
In this episode of TiPS: Today in Public Safety, Fletch unpacks one of the most underrated — and most dangerous — failure modes in NG911: cascading GIS errors.
NG911 routing depends on GIS accuracy down to the inch. But when boundaries drift, polygons overlap, gaps form, or LVF/ECRF systems fall out of sync, calls start misrouting across jurisdictions, CAD assigns units incorrectly, and responders waste precious minutes on avoidable detours.
This episode explains:
- How polygon drift corrupts routing
- Why LVF failures often start months earlier
- What happens when ECRF boundaries overlap or don’t touch
- Why topology errors cause NG911 routing chaos
- And how a single GIS mismatch can cascade into a full failure
This is the perfect follow-up to the Confidence Score episode — now we’re taking the gloves off and exposing what really lurks inside broken GIS workflows.
If NG911 relies on “map is truth,” this episode explains what happens when the truth… isn’t true.

TiPS Episode 25 1210 - The Silent Failure- When Sensor Networks Lie to Your ECC
Wednesday Dec 10, 2025
Wednesday Dec 10, 2025
When an IoT sensor cries wolf… who does your ECC believe?
In this episode of TiPS: Today in Public Safety, Fletch breaks down an emerging threat to ECCs - with NG911 and modern emergency communications: the quiet, invisible ways sensor networks can fail — and how those failures can poison your ECC’s decision-making.
From temperature probes to access control logs, panic buttons to environmental detectors, today’s PSAPs and ECCs rely on millions of embedded devices. But what happens when those devices drift out of calibration? When their firmware glitches? When stale data sits in your system and looks “fresh”? Or when your CAD trusts a sensor feed that hasn’t been truthful in months?
This episode explores:
🔥 Sensor drift — why values slowly skew over time
🔥 False positives & false negatives — and why both can be operationally deadly
🔥 Stale data poisoning — when yesterday’s alert looks like breaking news
🔥 Firmware failures and silent crashes — the alarms that never activate
🔥 How bad sensor data cascades through CAD, mapping, and dispatch workflows
🔥 How to validate, cross-check, and distrust data the right way
🔥 What NG911 and real-time data ingestion means for future sensor reliability
You’ll also hear practical strategies for:
✔ Building trust scoring for incoming data streams
✔ Developing rules that challenge improbable sensor readings
✔ Creating human-in-the-loop validation during anomalies
✔ Preventing “data panic” during multi-sensor false alarm storms
✔ Working with vendors to implement calibration and integrity metadata
Because in a world where ECC decisions depend on digital truth — bad data is a threat vector. And the most dangerous failures are the ones that don’t scream… they whisper.

Emergency Communications Centers are drowning in data — IoT alerts, GIS layers, CAD history, telematics, Z-axis coordinates, weather models, panic apps, smart building feeds, and the never-ending lineup of web portals. But while the data keeps piling up, the number of humans available to process it hasn’t changed.
In this episode of TiPS: Today in Public Safety, Fletch digs into one of the biggest shifts coming to the 9-1-1 environment:
➡️ AI-driven real-time decision engines that turn the noise into clarity, the chaos into prediction, and the reaction into anticipation.
This is the episode where NG911 meets modern AI operations.
And it’s a glimpse of the ECC of 2027 — where dispatchers don’t just respond to emergencies… they see them coming.
What's in This Episode?
1. Why ECCs Are Overwhelmed by Data
Every device in the ecosystem is screaming simultaneously — cameras, sensors, badge systems, HVAC, weather feeds, telematics, and more.
Humans can process 3–5 high-cognitive signals at once.
The modern ECC gets 300.
2. What a Decision Engine Actually Does
AI + sensor fusion + historical patterns + geospatial analysis =
One clean recommendation delivered to the dispatcher:
“Here’s what’s happening. Here’s what’s next. Here’s what you should consider doing.”
It’s not replacing humans — it’s decluttering the battlefield.
3. Real-World Predictive Scenarios
-
The EMS Avalanche: Predicting call volume spikes before they hit the CAD queue.
-
Multi-Modal Fusion: Smoke + temperature + access control + cameras = confirmed fire before anyone calls 9-1-1.
-
Smart Routing: AI identifies faster response paths using traffic, DOT cameras, and predicted congestion.
4. Contextual Confidence — the Secret Weapon
Every prediction includes a confidence score
(e.g., “82% confidence based on 21 correlated data points”).
This improves trust, training, and post-incident analysis.
5. Why This Is Happening Now
-
IoT has matured
-
NG911 data volume is exploding
-
ECC staffing is stressed nationwide
-
AI-powered prediction already dominates other industries
-
CAD vendors can no longer rely on portals
The ECC is the last mission-critical environment still stuck in reactive mode — and that era ends now.

It's a new frontier of public safety fraud — AI-generated SWATTING bots.
These systems aren’t prank callers. They’re fully automated digital attackers capable of:
🔹 Cloning voices
🔹 Mimicking panic
🔹 Driving SWATTING attacks at scale
🔹 Overwhelming ECCs with believable—but synthetic—calls
In this episode, Fletch breaks down how these AI-driven “panic bots” work, how they’re built, why they’re becoming dangerously realistic, and most importantly — how your center can detect them BEFORE they trigger a full emergency response.
🔥 What synthetic 9-1-1 callers actually sound like
From perfect tone stability to missing breath patterns — the red flags every call taker must know.
🎙️ The tech behind SWATTING Call Bots
Voice clones, script generators, and full-autonomous fraud engines that can respond interactively to dispatchers.
📡 Why NG911 increases the attack surface
More data. More automation. More opportunities for AI-driven fraud.
🧠 Tools for detecting synthetic callers
Acoustic fingerprinting
Breath-pattern analysis
Noise authenticity scanning
Behavioral “disruption questions”
Metadata correlation
…and the real future: AI that flags bot calls in the first three seconds.
🚨 Why this matters for ECCs TODAY
Many centers report already seeing AI-generated calls.
Whether you’re a dispatcher, PSAP administrator, telecommunicator, ESInet engineer, or vendor in the NG911 ecosystem — this episode is your early warning. This threat is real. It’s growing. And it’s coming to a console near you.

TiPS Episode 25 1203 — The Invisible Enemy: RF Interference Inside the ECC
Wednesday Dec 03, 2025
Wednesday Dec 03, 2025
What if the biggest threat to your emergency communications center isn’t a cyberattack… isn’t a hardware failure… isn’t even the network…
…but the invisible radio waves leaking, bouncing, and blasting through your ECC every single day?
In this episode, Fletch pulls back the curtain on one of the most under-diagnosed, under-reported, and absolutely operationally brutal problems inside modern 9-1-1 centers: RF interference.
We’re talking
🔹 Wi-Fi bleed
🔹 5G C-Band splashover
🔹 Building DAS collisions
🔹 Paging transmitters
🔹 Leaky chargers and power supplies
🔹 Portable radios left on the console (yes—again)
🔹 And the million-dollar noise floor nobody budgets for
You’ll see how interference affects:
• Console stability
• Location accuracy
• Call handling systems
• CAD terminals
• Radio audio quality
• Even your backup paths
We’ll break down:
✅ Why RF interference is dramatically worse in NG911 environments
✅ What every ECC should be monitoring (but isn’t)
✅ How to design an RF-quiet dispatch floor
✅ And the real-world fixes that keep your center from becoming a Faraday cage made of chaos
If you’ve ever heard a random burst of static, seen a console screen flicker, or watched CAD freeze when a patrol unit keys up their mic… this episode is for you.
TiPS: Today in Public Safety — real problems, real solutions, and the honest truth about what keeps PSAPs running.
